Wheeler Projected Versus Actual Release
A projected release date is a calculated or tentative point based on the sentence and facts then known. An actual release date records when custody ended or changed. Wheeler County has two systems that must stay separate. A Wheeler County Jail date can turn on a bond order, local sentence, time already served, transfer, or other court action. A Wheeler Correctional Institution date belongs to the Georgia Department of Corrections and may involve a maximum release date, parole eligibility, Board action, jail credit, and incentive credit.
Pretrial detention has no ordinary sentence-end calculation. A person awaiting trial may leave after bond is posted or a judge changes the custody order, and the timing may depend on processing. A sentenced county-jail inmate may have a computable end date, but the jail and court must confirm it. A GDC inmate can have several date labels, none of which should be read without its definition.

Find a Wheeler Release Date
First identify the custody path. The GDC Find an Offender search covers a person sentenced to Georgia state custody, including someone at Wheeler Correctional Institution. It may show status, facility, sentence facts, and a maximum or related release-date field. It is not the sole source for someone who spent a short time at Wheeler County Jail and left on bond.
- Confirm whether the person is at Wheeler County Jail, in GDC custody, or already released. Use identity facts, not name alone.
- For the county jail, contact jail administration and review the Wheeler court case. Ask what order or sentence controls the date.
- For state custody, search GDC by name, GDC ID, or case number. Open the matching record and note status, facility, sentence, and release fields.
- Check the Board's TPM Lookup if parole timing applies. Keep TPM separate from MRD.
- Compare the public result with the court sentence, jail credit, and parole record. Request a formal GDC record when exact proof is needed.

Wheeler State Release Date Fields
Georgia uses date concepts for different stages. The maximum release date is a GDC sentence calculation. Parole eligibility is a legal point at which review can occur. The TPM is a Board planning month. If parole is granted and prerequisites are met, the Board may set an actual parole release date. Later discharge may mark the end of supervision.

Note: A state status that remains active means the person has not been released from GDC, even if Wheeler County Jail transferred them earlier.
Wheeler Release Credits and PIC
Georgia's credit rules have separate layers. O.C.G.A. section 17-10-11 generally gives a convicted person credit for qualifying days spent in confinement, including pretrial confinement tied to the offense and posttrial time awaiting transfer. For a Wheeler County case, local jail days can therefore affect the later state sentence calculation and parole eligibility.
O.C.G.A. section 42-5-101 separately authorizes work incentive credits for eligible felony prison terms other than life imprisonment. Credits can recognize academic or vocational progress, satisfactory work, and compliance with behavior standards. GDC reports credits to the Board, which considers them in final parole decisions.
GDC's Performance Incentive Credit program allows eligible offenders to build up to 12 points and potentially reduce a TPM or MRD by one to twelve months. Points may come from case-plan completion, education or vocational improvement, and work assignments. Death sentences, terms of two years or less, non-parole-eligible or minimum mandatory sentences, and life sentences are among the excluded groups identified by GDC.
Wheeler Correctional Facility lists educational, vocational, trades, faith, and other programs. Participation can matter to an eligible state offender's case plan, but a facility program is not itself a release order. Only the governing GDC and Board records show whether credit was awarded and applied.
Wheeler Parole Eligibility Limits
Parole eligibility must not be stated as a universal percentage. The Board says many parole-eligible Georgia inmates are first eligible after serving one-third of the prison sentence, yet few receive parole at that first point. Sentence type and offense date can change the rule. Eligibility only permits consideration.
O.C.G.A. section 42-9-45 provides the general parole eligibility framework. O.C.G.A. section 17-10-6.1 defines serious violent felonies and imposes mandatory minimum and early-release limits. The Board states that non-life serious violent felony sentences for crimes on or after January 1, 1995 are not parole eligible. Fourth-or-more felony recidivists and life-without-parole cases also face separate bars identified by the Board.
Life-sentence rules change with the offense date. The Board describes eligibility after seven years for certain pre-1995 serious violent felony life cases, fourteen years for certain cases after 1995, and thirty years for covered crimes on or after July 1, 2006. Why Wheeler Release Dates Change
A date moves when the facts behind the calculation change. Institutional conduct can postpone or cancel a TPM. Earned credit may advance an eligible TPM or MRD, while the loss or non-award of credit removes that benefit. A court correction, credited jail days, or a new sentence can alter the calculation. Another agency's detainer can prevent community release even when one custody term ends.

A transfer is especially easy to misread. Leaving Wheeler County Jail for GDC is a county-jail release event, but the person remains confined. Likewise, completion of a GDC term can lead to another agency's custody. Ask for the release reason and receiving agency.
How Wheeler Dates Are Computed
Wheeler release-date computation has no single countdown. The court first supplies the sentence and qualifying jail credit. GDC calculates the state term and maximum release date. The PIC program may affect an eligible person's TPM or MRD. The Parole Board applies its own eligibility and decision rules. Each layer answers a different question.
A TPM is the most common source of confusion. The Board calls it tentative because final review remains. Good conduct and completion of required programs may be prerequisites. Misconduct reports often cause postponement or cancellation. Even a parole grant may require plans, investigations, or other conditions before a date becomes actual.
For a county-jail detainee, none of those state fields should be invented. If no GDC sentence exists, ask Wheeler County Jail and the court about bond, sentence credit, and the controlling order. If the jail says the person transferred to state custody, start the GDC and Board sequence at that point.
Confirm Wheeler Actual Release
Use the system that controls the custody event. Wheeler County Jail can confirm a local release or transfer. The court can confirm the order and sentence. GDC can confirm state status and provide a formal record. The Parole Board can confirm public parole timing and status. DCS handles community supervision after release.

Note: Verify the final event with the custodian because public date fields can lag or change before release is complete.
